Starters and Leavers

The Raising of the Participation Age (RPA) law is now in effect, whereby all young people are required to continue in education or training until the end of the academic year in which they turn 18.

If you provide education or training for 16- and 17-year-olds therefore, you are now required to inform the local authority if a young person (aged 16 or 17) has dropped out of learning so they can be contacted swiftly and offered support to help them re-engage.

Details of each local authorities arrangements can be found below:


Hertfordshire County Council:

HCC need providers to send the completed spreadsheet to ccissupport@hertfordshire.gov.uk during the week the start or end date takes place so the LA can meet its requirement for monitoring RPA. Providers will need to password protect the spreadsheet and send through the password.


Bedford Borough Council
Bedford Borough Council require providers to send an initial email to angela.stango@bedford.gov.uk to alert that there is data ready to be sent. Bedford Borough will then send a secure email (with [encrypt] as the subject line) which can then be replied to.  The completed spreadsheet should be attached to the email being sent back securely.

Bedford Borough Council has careers advisors available to provide information, advice and guidance on career opportunities to 16 and 17 year olds who are currently not participating in education, employment or training or those who are potentially at risk of dropping out of learning.  Please contact Angela Stango on 01234 223420 or Dawn Minty on 01234 223467 for further information and advice.


Luton Borough Council
Luton Borough Council request training providers to send an initial email to: rachel.corcoran@luton.gov.uk to alert that there is data ready to be sent.  Lee McCree will then send an email to secure an encrypted connection (with Egress Switch). Once set up, the email connection is then secure for future lists. The completed spreadsheet of new starters and leavers should then be attached to the email being sent back securely.


Central Bedfordshire Council
Central Bedfordshire Council requires providers to send a notification email to youth.services@centralbedfordshire.gov.uk to alert them that there is starter and/or leavers data ready to be sent. Central Bedfordshire Council will then send a secure email to the provider with ‘encryptmeplease’ as the subject heading. Providers should then reply to this email and attach the completed excel workbook.
